The following countries have a VAT Withholding regime whereby specific purchasers withhold all or a percentage of the VAT due, instead of the supplier collecting the VAT from the purchaser.

Counties: Argentina, Chile, Colombia, Costa Rica, Mexico, Peru & Venezuela

Question: Does the taxable base used to calculate the VAT withholding include or not include any VAT due? ie. Purchaser invoiced 1000 (not including VAT). Purchaser needs to withhold VAT for this invoice. Is the VAT withholding calculation only based on the 1000? Or is it calculated on the 1000 plus VAT?

VAT withholding is on the VAT amount. So for example; sale - 1000 VAT - 130 VAT w/h would be 75% or 100% of 130 (dependent on policy in the country) hope it helps.
