if m purchasing goods from Exempted unit then i have to charge vat on selling price or only on Value Addition

bcoz from whom m purchasing goods they charge only on Value addition bcoz they purchased goods from Exempted unit.

here is the simple formula: purchase price - 100 vat - 10 total paid - 110

your sale price - 200 vat - 20 total sp - 220

your liability to pay to govt will be 20 - 10 - 10
